@magictoad354 Oh, sorry. You can play those in foobar2000 if the .txth is in the same directory as the files, and you have the vgmstream plugin.

Yes, they're located in a bunch of audio packs with the .dat extension, in GCAX format. I don't think anyone has made a tool for it yet, so unfortunately I can't rip them. GCAX is used in several Sonic games, so it would definitely be nice if someone looked into it.
