That's just the internal name for those sound effects ("NCS_SE_MGT_LUIGI"), note how the suffixes (and folder names) still match the character they're supposed to represent (Luigi = "_L", Mario = "_M", Wario = "_W" and Yoshi = "_Y").

Wario and Yoshi's files are wrong, they've got Luigi's name in them.

There's multiple sound effect missing here unfortunately.
I found the files myself in the .SSAR file (002_NSC_SEQARC_SYSTEM) I however don't how it was submitted in the first place
