Actually it plays all the time in the menu, mainly because it's actually a MIDI sample that's used in the menu's music track, not a standard sound effect. It may be hard to tell because it's not played anywhere near the sound's base frequency (32 KHz), but it becomes more obvious when you slow the sample down to about 25% or 37.5% speed.
