The quickest way to convert .xa files to .wav is with ffmpeg. Make a batch file and use the for %%A command to convert the files in the more quickest and handiest way.

It is possible to get the voices. You would have to use Dragon Unpacker with the SoundData.far file located in the game files, but there are A LOT of voice clips so it would take a long time.

The voices clips are pretty difficult to get from the game, for sure.
